Western Province Scene The Democratic Socialist Republic of Sri Lanka (formerly known as Ceylon), is an island country in South Asia, located in the Indian Ocean southwest of the Bay of Bengal and southeast of the Arabian Sea. Sri Lanka has been called "the pearl of the Indian ocean" because of its shape and location. It is geographically separated from the Indian subcontinent by the Gulf of Mannar and the Palk Strait. Sri Jayawardenepura Kotte is its legislative capital, and Colombo is its largest city and centre of commerce. Due to its large harbour and its strategic position along the East–West sea trade routes, Colombo was known to ancient traders 2,000 years ago. It was made the capital of the island when Sri Lanka was ceded to the British Empire in 1815, and its status as capital was retained when the nation became independent in 1948. In 1978, when administrative functions were moved to Sri Jayawardenepura Kotte, Colombo was designated as the commercial capital of Sri Lanka. The Western Province is one of the nine provinces of Sri Lanka, the first level administrative division of the country. The provinces have existed since the 19th century but did not have any legal status until 1987 when the 13th Amendment to the Constitution of Sri Lanka established provincial councils.

Climate: Sri Lanka is a year round destination with consistent warmth and good sunshine. As the country is located near the equator, the climate is tropical, and the weather is hot and humid throughout the year. Average temeratures range between 31°C at their highest and 22°C at their lowest. February is a good month to visit anywhere in Sri Lanka as the North Eastern Monsoon is dying down and the South Western Monsoon won't yet have started. The rainfall pattern is determined by the monsoon regime, but also by the two zenith passages of the sun (that is, when it shines directly overhead in the sky at mid-day), which occur in April and October. As usually happens in countries having a tropical climate these rain showers occur mainly in the form of downpours or thunderstorms mostly in the afternoon or in the evening. There are two peaks in the rainfall: the first, in April and May, only affects the south-west and the interior, while the second, from October to December, due to the retreating monsoon, affects the whole country.
